北京非首都功能的内涵、影响机理及其疏解思路

Connotation of Non- capital Function,the Impact Mechanism and the Ideas of Easing Function

如何疏解非首都功能,被认为是保持北京城市可持续健康发展和推动京津冀地区协同发展的主要因素。本文在明确指出非首都功能内涵的基础上,阐述了非首都功能的形成机理及其对北京自身和京津冀地区发展的影响,对目前几种流行的疏解北京非首都功能的思路进行分析,并指出这些思路存在三个误区和疏解北京非首都功能应该坚持的两大基本原则。最后根据研究结论,提出疏解北京非首都功能应该秉持的思路。

Easing non- capital function is considered to be the main measures to maintain the sustainable development of Beijing and promote of coordinated development of Beijing- Tianjin- Hebei. On the basis of clearly stated the meaning of non- capital function,describing the formation mechanism of the non- capital function and its impact on their development of Beijing development of Beijing- Tianjin- Hebei. Moreover,we illustrate there exist three errors in the current popular ideas of easing non- capital function and point out two basic principles of easing non- capital function we should followed. Finally,we make some suggestions according to research findings.
