我国煤矿城市产业结构转换问题研究

A STUDY ON THE INDUSTRIAL STRUCTURE TRANSFORMATION OF COAL-MINE CITIES IN CHINA

本文通过煤城工业行业结构的系统聚类,从分析煤城产业结构同经济效益的关系、以及由此产生的问题入手,阐述了煤城产业结构调整的必要性,并就某些认识观念和结构调整的基本思路提出了新的看法,继而结合若干煤城的实证分析,对基本思路进行了具体化研究,归纳出煤城产业经济发展重点和产业结构转换的一般规律。

Coal mining cities have been playing a very important role in the urbanization and industrialization in China. In this paper,based on the industrial structure.54 Chinese cities were classified into five types by using a systematic classification method; Deities in which the coal mineral tapping industry is the major industry; 2) cities in which coal industries is dominant;3)cities which take coal industry as the major and textile industry as the auxiliary;4) cities which mainly have coal and power industries; and 5) comprehensive heavy industry cities in which iron-steel industry is the major industry. There is no doubt that the economic benefit from coal mining cities is increasing with the integrated develop-ment of industries,but disparities are still very big between the coal mining cities and other types of cities. Also,the industrial structure and economic benefit situation caused coal mining cities being placed in a very hard condition in such aspects as employ ment, city constuction and environment. There is a great need to make a study to deal with such problems mentioned above by the adjustment of industrial structure. The industrial structure transformation should be studied while the coal mineal resources are exploited. In making such a study,the goal of industrial structure transformation should be determined on the basis of a more macroscopic regional conditions, the superiority of coal mineral resources and infrastructure of the coal mining cities,and the especial construction of cities and mines should be very helpful to the improvements of industrial structure. After a study of 6 coal mining cities,the evolution process of industrial structure of coal mining cities is divided into 5 stages梩he counter measures of the adjustment of industrial structure,development policies and pri-ority of industry at each stage are also suggested. Among them, it is especially regarded the following as the priori-ties of the development of industry: 1)series of direct coal processing and utilizing industries including firepower generating,primary processing of coal and coal chemical ;2)series of high-energy-consuming industries; 3)series of coal mining mechanery and food industries;and 4)series of deeper processing of raw materials including metal pro-duction , plastic production and daily use chemical.
