政治制度正义、属性与当代中国政治发展

The Justice and Property of Political System and the Political Development of Contemporary China

政治制度是国家、单位、个人参与政治活动的一种正式规则。正义是政治制度的核心价值 ,对政治制度进行正义的追寻在西方有着悠久的历史。政治制度正义主要体现为政治制度双重属性的统一即价值属性与工具属性的统一。政治制度的价值属性和工具属性二者互相制约。价值属性统率工具属性 ,工具属性体现价值属性。当代中国的政治发展进程表明 ,只有当政治制度的价值属性与政治制度的工具属性二者协调一致时 ,才能促进一国的政治发展。在当前中国的政治发展中 ,要使政治制度的双重属性协调一致 ,我们还要解决好政治制度的及时性与有效性之间的矛盾。制度及时性是制度有效性的基础和前提 ,制度及时性不等于制度有效性 。

The political system is a kind of formal rule by which the country or the unit or a person takes part in the political exercising. The justice is the spirit of political system. There is a long history in looking after the justice of political system in western. The justice of political system has two properties of value and tool. There is the condition each other in the property of value of political system and the property of tool. The property of value commands the property of too in political system. The property of tool reflects the property of value in political system. Form the course of the politic development of contemporary China,we know that the politic development of one's nation should be developed when the two properties have a coordinated growth. To make the two properties coordinating, we should good deal with the relation between the property of time and the property of effectiveness on the political system in the political development of the present China. The property of time is a basis of the property of effectiveness in political system; in political system the property of effectiveness is not the property of time. If we want to deal with the problem the property of effectiveness in political system, we should begin with culture.
