The Chronological Rupture and Consecutive Unity of Transformation of Leading Industries in Heilongjiang

随着东北老工业基地调整改造战略的实施,黑龙江省主导产业面临着新一轮的转换。刚性的利益关系约束、传统产业退出的高成本约束及缺乏资源更新补偿和技术创新机制,是造成黑龙江省主导产业转换时序断裂的根本原因。加快时序转换的连续与统一,必须加快资源型产业深加工和高新技术产业的优先发展,加快农业工业化和现代化的优先发展步伐。

With carrying out the strategy of adjustment and rebuilding old industrial bases in the northeast, leading industries in Heilongjiang is facing a new transformation. Restriction of rigid interest relationship, constraint of high production cost in withdrawing traditional industry and deficiency of resource compensation and of technical innovation——these are primary causes which bring about chronological rupture in transformation of these leading industries of Heilongjiang. Therefore, quickening the consecutiveness and unity of chronological transformation must accelerate the deep-processing of resource-type industry and the precedent development of hi-tech industries and speeding up agro-industry.
