回顾中国改革开放后国民经济发展的历程,将这一历程分为起步、快速发展、初步建立市场经济和深化四个阶段,分析了每个阶段的特点,指出了各个发展阶段中的经验和走向。认为这些特点对西部大开发具有借鉴意义,其中最大的启示就是必须以市场价值为取向,在经济、社会、和政治体制改革中全面清理并扫除一切与市场价值规律相悖的政策法规及其他制度设计,把市场价值规律功能的全面发挥作为可持续发展和科学发展观的基石,构建结构合理、效率最优、成本最低的公共开发平台。

The development history of Chinese national economy from the beginning of the reform and opening is reviewed, and divided reasonably into four stages, ie., beginning stage, deepening stage, turning stage and evolution stage.
