Study on market failure and government intervention in modulating wetlands

湿地资源配置的市场失灵原因是湿地资源存在外部性,政府干预及其政策失灵的原因是不完全信息、政府政策的低效率、寻租活动导致资源的无效配置和分配格局的扭曲。为实现政府与市场湿地资源配置的帕累托高效率,就必须使社会总效益无差异曲线与社会成本约束曲线相切,以达到社会福利最大化的状态。

Due to externalities of wetlands, market often fails in modulating wetlands. Though government is able to intervene the market failure by its organization, there exists government intervening failure because of its monopolizing status. How to combine the government and market in modulating wetlands in order to realize the Pareto efficiency? It is decided by the comparison of their cost and benefit. Market failure and intervening measures of government in modeling wetlands are analyzed. Problem of how to combine the government and market in modulating wetlands is also discussed in this paper.
