摘要
文章运用统计、对比的方法分析了我国“九五”期间的电网事故,发现“九五”期间发生在我国主要电网的电网稳定及大面积停电事故具有主网稳定事故明显减少、围绕负荷中心的地区电网事故显著增多等特点;造成事故的直接原因及使事故扩大的主要原因大多与电网结构、运行方式、继电保护及安全自动装置的正确动作率、人员素质有关。最后还总结了建立和完善电力系统技术规范、加强电网建设、合理安排运行方式等方面的电网安全稳定工作的经验教训,以期为电网的科学管理和决策提供依据。
Analyzing the faults occurred in domestic main power systems by statistic and comparison methods, it is found that from 1996 to 2000 in main power systems the failures causing stability disruption and large scope blackout are significantly reduced, but in regional power systems the faults around the load centers are evidently increased. The direct causes of the faults and failures and the leading causes are mainly related to the power network structure, operating modes, correct action rates of protective relayings and automation devices and the personal skills. The experiences and lessons in following aspects, i.e., establishing and improving the technical specifications of power system, enhancing power network construction, arranging operating modes rationally, are summed up to provide basis for scientific administration and decision-making of power systems.
