20世纪90年代开始,世界各大跨国公司纷纷来华进行研究与开发投资,设立研究与开发机构。这是我国利用外资的一种新方式。本文阐述了跨国公司来华设立研发机构的动机,并分析了跨国公司来华设立研发机构对我国经济的冲击,提出了我们的应对措施,即在广为接纳的同时加以适度限制,加快自身科学技术的建设,采取一定措施吸引人才、留住人才,抵御跨国公司在华设立研发机构给我们带来的负面影响。

Began in the 1990s, a lot of large world trans-corporations came to China to carry on research and development investment one after another, setting up the R&D organization. This is a new kind of means for the utilization of foreign capitals. The text has explained the motive of trans-corporation investment activity, analyzed the negative impact to our country which brought about by these activities, and put forward our counter-measure to resist the negative effect, namely the appropriate restriction on these activities, accelerating construction of one's own science and technology, taking certain measure to attract talents.
