对公有制及其实现形式的再认识──兼谈我国国有企业的改造

在简要讨论马克思所提出的公有制和我们对于公有制的认识发展历程的基础上，结合对生产资料的私人占有制在资本主义社会的发展进程的讨论认为，生产资料的全面国有化不符合我国的实际要求。特别讨论了当代国家的经济控制力问题，提出了相对于土地和资本等生产资料的有形控制而言，国家的经济控制力已转变为一种对于“无形资产”的控制的全新的观点。正因为这样，公有制不应拘泥于国有企业这种组织形式，而应该是在土地的国有化和对于纳税权和政策法规制定和执行权等“无形资产”的全面占有的基础上，以此为指导，完成对我国国有企业的改造。

On the discussion of the background of Max's concept of public ownership of means of production and the development of private ownership in capitalist country, the paper argues that the public ownership of most of the industries is on longer a optimal way of the ownership of means of production. Special attention is given to the Power of economic control of the country. It regards the control of the 'intangible assets' like the right of taxation and the right 0f make and execute laws is 0f more important than the direct control of tangibles. Therefore, most of the present stateowned enterprise should be changed into real company.
