摘要
通过对现行城市规划制度与城市规划管理方面存在与新城市时代发展相悖的深层问题评析,指出现有城市规划制度的异化与混乱、城市规划管理的“失灵”与“失败”,提出必须加快城市规划全方位适应性、战略性调整,并从宏观层面提出对新城市时代来临中国城市规划在城市规划制度创新与管理创新方面应把握的思路、方向和若干对策。
By analyzing the roots of contradic- tion between urban planning system and urban ad- ministration in the new urban time, this paper pre- sents the disorderof current planning system and the “malfunction” and “failure” of the urban administration. It suggests that urban administration must make comprehensiveand strategic adjustment. Then it is concluded with some innovative solutions to the challenges planning system faced with in the new urban time.
