论公共行政发展的民主价值取向与政府行政模式转换

On the Tropism of Democratic Value of Public Administration Development and the Transformation of Government Administrative Model

公共行政发展所蕴含的民主价值取向是推动政府行政模式从效率至上向社会公平至上和服务至上模式转换的重要因素,并在相当大的程度上对西方国家在现存制度框架内推行政府改革、发挥政府的行政效能和体制内各个组成部分的合力、间接维护政治统治起到了有益的作用。在我国由传统计划经济体制向社会主义市场经济体制过渡的社会转型时期,研究公共行政的民主价值取向与政府行政模式转换之间的内在联系,对于实现"推进社会主义民主政治建设""进一步转变政府职能,改进管理方式……形成行为规范、运转协调、公正透明、廉洁高效的行政管理体制"的政治建设目标,对于提高党的执政能力和政府行政能力都具有十分重要的现实意义。

The tropism of democratic value embodied in the development of public administration is an important factor in driving the transformation of governmental administrative model from the paramountcy of efficiency to that of social equity; and to a great extent, helped the western countries promoting the reform of government, bringing into play the administrative efficiency and the composition of forces within the composing parts of the system, and maintaining political reign indirectly within the framework of existing regime. In the period of social transition from traditional planned economy to socialist market economy in our country, the study on the internal relation between the tropism of democratic value of public administrative and the transformation of governmental administrative model will have a great practical importance to realize the political tasks proposed by the 16th Party Convention, namely, to 'drive the construction of socialist democratic politics', to 'further shift the function and responsibility of government, improve the means of administration, form an administrative system which conducts normally, operates coor-dinately, also is fair and transparent, probity and efficient'.
