解释结构模型在城市交通管理中的应用——以西安、汉中两市为例

The Application of Interpretation and Structure Model(ISM) in Urban Traffic Management——Cases Study of Xi′an and Hanzhong in Shaanxi Province

借用系统工程中解释结构模型 ( ISM) ,以西安、汉中两市交通问题为例建立其 ISM并进行系统分析 ;可以看出城市交通问题不在于道路本身等级低、行车空间不足这类硬件设施 ,而在于其交通运营的管理工作没有做到先进、高效、有力 ,造成了现在交通问题的突出。

Taking Xi′an and Hanzhong as examples, the ISM for urban traffic was developed, and the ISM was studied with the systematic analysis method. It is pointed out that the hardware facilities, such as poor quality of roads and limited driving space, are not the main reasons to cause the traffic problems, just the software measures, such as the lack of advanced management methods, are the main factors.
