中国崩塌、滑坡、泥石流成灾特点与减灾对策

CHARACTERISTICS OF THE DISASTERS CAUSED BY COLLASE，LANDSLIDE，DEBRIS-FLOW AND THE COUNTERMEASURES TO REDUCE DISASTERS IN CHINA

根据我国崩塌、滑坡、泥石流（简称：崩滑流）成灾特点和防治能力，笔者认为：实行灾害分级管理，推进减灾社会化，是防治崩滑流灾害的根本出路；建立新的减灾体系，必须与深化改革及山区脱贫致富相结合，才能取得成效。

Based on the characteristics of rockfall ,landslide and mud-flow in China and the a-bility to deal with them， the author conclude that the staged management for disaster and thesocialization Of disaster reduction are the basic way to prevent from the disasters of rockfalland landsllde. The establishing of new system of disaster reduction must be combined withthe deep-going reformation and the policy of＂getting rid of poverty to be rich＂ in mountain-ous area and only in this way it could be effective .
