用科学发展观思考关系造纸工业发展的原料和污染两大瓶颈问题,对林纸一体化的实施问题、废纸的资源问题,并着重在小草浆厂及其环境污染问题,即科学合理利用草类纤维原料等问题上,阐发了意见和建议。

The author provides a reflection on the two bottleneck problems, i.e. raw material and pollution with the scientific view on developmentand gives his suggestion and opinion on theproblem of implementing forestry-paper integration, the problem of wastepaper resources, the problem of smallstraw pulp plant and itsenvironmen- talpollution, i.e. theproblem of rationally utilizing straw fibrousraw materials.
