我国流域水环境管理现状

Status Quo of Watershed Environment Management in China

流域的水环境管理是我国环境管理的难题之一,也是制约我国社会经济与环境协调发展的重要因素之一。该文系统地总结和阐述了国内外流域水环境管理的发展现状及成功经验,并对我国流域水环境管理中存在的问题进行了分析,指出我国流域水环境管理存在管理机制不统一,法律体系不健全,管理手段单调及公众意识不高等问题。同时阐明了我国必须借鉴国外流域水环境管理的经验,从国情出发,探索有中国特色的流域水环境综合管理模式,走中国的流域水环境管理道路。

The integrated water and environment management of river basin has been a hard job in environment management in China and one of the key limiting factors of the harmonious development of society, economy and environment. The paper systematically discusses and summarizes the current situation and some successful experiences in watershed water management at home and abroad and, at the same time, shows that China must learn some overseas experiences in watershed environment management, explore an integrated water and environment management model with Chinese characteristics based on China's reality, and take its own road in watershed water and the whole ecosystem management. Only in this way can such a job be successful through practice.
