摘要
该文提出了调峰权及调峰权交易的概念,对调峰权交易模式进行了详细的论述,并从理论上证明了引入调峰权交易后的机组发电成本将降低。该交易模式的提出,为发电机组提供了一个新的风险交易市场,即调峰容量交易市场。调峰容量交易市场的建立,为调峰能力较强的机组提供了获得合理利润的交易方式,从而提高了机组参与调峰的积极性,充分体现了市场的公平。分析表明:通过市场手段鼓励机组参与调峰可以经济地解决系统峰谷差较大,调峰容量相对不足的问题,并有效抑制因机组启停频繁而导致的发电成本上升。算例表明,该文提出的交易机制是有效、可行的。
The concept of peak regulation right and the corresponding transaction mechanism are presented and the auction model is also discussed in this paper. Generation costs are proved to be decrease with the implementation of peak regulation right transaction. The transaction mechanism provides a venture profit market, which is called peak regulation capacity transaction market. The new market offers a transaction mode for the units to get rational profit and also encourage them to join peak-regulation of the whole system. The analysis illustrates that the purpose of decreasing the peak-to-valley ratio can be reached by the way of transacting the peak regulation capacity before the traditional auction. Generation cost of the particular unit and the whole market are decreased with less stoppage. Case study shows that the mechanism is effective and feasible.
