How to realize the organic integration of three basic functions of the university, personnel training, scientific research and social service, is an important subject for research. This article expounds a series of methods and experience to improve the teachers' teaching and scientific research level by setting up local research and development center in the local comprehensive university during the process of serving local construction, so as to promote discipline construction and improves the quality of personnel training.
