摘要
从宏观角度对当前高等学校科技发展中的一些重要问题提出了看法:要加强宏观思考和战略研究,明确科研在高等教育发展中的地位和作用,正确处理科研与学科建设、科研与人才培养、科研与教师队伍建设的关系;关注国际科技、经济发展动态,研究国家科技、经济发展方针、战略及中长期发展规划,制定好学校发展战略与规划;积极参与编制“十一五”规划;加强创新平台建设和管理体制与运行机制的创新;加强创新团队和优秀中青年学术带头人培养;理性对待科技评价;地方高校要分析自己的学科特色优势、资源优势和区位优势,在区域创新体系中发挥作用;原行业院校要继续保持和发展自己的特色学科,利用特色学科为行业服务,争取原行业主管部门和企业的支持;重视科技管理队伍建设,注意培养战略管理专家。
It puts forward some perspectives on certain important problems in S&T development in high institutions at presont time,such as enforcing macro-consideration and strategic research;clarifying the position and function of scientific research in the development of high education;correctly managing the relationship between scientific research and subject construction. scientific research and personnel training,as well as scientific research and teacher’s contingent construction; concerning development trend of international science and technology,and economy;studying the national development policy,strategy and development plan about science technology and economy;formulating well development strategy and planning for the school;actively participating in the workout of eleventh five plan;strengthening the construction of innovational platform and the innovation of management system and operational mechanism;enforcing the training for innovative team and academic guiders among young and mid-age persons;rationally dealing with S&T evaluation. Regarding to the local high institutions,it is necessary to analyze their subjects’ advantage,resource advantage,and regional advantage to perform active function in the regional innovation system. For the originally professional schools,it is better to keep their characteristics and continually develop their own subject features to further service original trade and win the continuous support from original authority and enterprises. It is also important to focus on the cultivation on S&T management contingent and strategic management experts.
