The Ethnic Population's Movement and Migration in Building of a Well-off Society and the Solution Principlesfor the Problems

中国少数民族人口将在全面小康社会建设阶段发生较大规模的流动和迁移。这种人口流迁既会对民族地区和少数民族的全面小康社会建设起到巨大的推动作用,又会带来一些新的矛盾,成为新形势下民族问题新的表现形态。而以构建和谐社会为目标,坚持以人为本的理念,提倡解决问题途径的多元化和综合性,尊重特性、发挥优势,科学论证、慎重决策应是处理这些矛盾和问题的基本原则。

In the stage of building a well-off society, the movementand migratiionof ethnic population will emergein a big scale. The movementand migrationwill promote dramatically the building of the well-off society in ethnic societiesand ethnic areas. But on the other hand, some new contradictions will emerged in the process. They are the different forms of the ethnic problem at a newsituation. The basic principles solving the problems include: making the aim of building harmonious society, upholdingthe humanism, promoting the comprehensive and multi-element solution, respecting the specialtieswith exploiting the advantages, analyzing scientificallyand deciding carefully.
