Tentative Analysis on the Growth of Public Demand and Insufficient Supply

转型时期公共需求增长与有效供给不足的矛盾日益显现。一方面,公共需求呈现多样性与扩张性特征;另一方面,政府有效供给明显不足,表现为公共服务垄断、服务效率低下以及服务建设融资困难等等。为此,推进公共服务系统化改革是必然选择。

The contradiction between the growth of public demand and insufficien t supply is becoming more and more evident in the transition period. On the one hand, public demand displays tendency towards diversity and expansion; on the ot her hand, governmental supply is apparently insufficient, mainly characterized b y the monopoly of public services, low service efficiency and difficulty in fund ing service supply etc. Therefore, it is an inevitable option to promote systema tic public service reform.
