改革开放以来,我国基本上实行的是以解决资金缺口为目标的引资战略,外资在弥补国内资金缺口等方面起着不可替代的作用。经过20多年的发展,我国的技术缺口逐渐超过资金缺口,这要求我国实行技术导向型引资战略。实施这一战略的着力点是改善外资结构,通过外资的结构性调整来提高外资的技术含量。

Since reform and opening to the outside world, China has adapted the strategies for capital introduction aimed to solve the capital insufficiency. Foreign capital has played an assignable role in filling the gap. Through 20 years of development the technology gap has exceeded the capital insufficiency, which requires us to implement the strategies for technology-orientation capital introduction. We should focus on the improvement of foreign capital structure so as to increase the technology content.
