摘要
目的了解我国社区卫生服务中心卫生人力资源现状,比较东、中、西部地区社区卫生服务中心医师与护士的结构。方法采用自填问卷方式,调查11省(自治区)、直辖市的200个社区卫生服务中心卫生人力的数量、质量与结构。结果社区卫生服务中心平均有职工65·03人,其中东部地区131·76人,西部和中部地区分别为47·72人和38·66人;医师中具有大学、大专、中专学历者分别占25·23%、39·08%和29·17%,西部地区医师的学历层次高于中部地区,中部地区高于东部地区;平均每个中心有公卫医师2·36人,东部地区平均为6·45人,中部和西部地区分别有0·82人和1·16人。结论社区卫生服务中心拥有较充足的卫生人力,卫生技术人员的业务素质有待提高、专业结构需要调整、人力资源配置需要改善,社会力量的引入是改善社区卫生人力的有效措施。
Objective To understand the present situation of health workforce in community health service centre (CHSC) and compare the structure of health staff among the eastern,middle and western area.Methods The quantity,quality and structure of health workforce in 200 CHSCs of 11 provinces were investigated by filling in the questionnaires personally.Results There were 65.03 health workers on average in every CHSC,and the average amount of health workers in the CHSC of eastern,middle and western area were 131.76,47.72 and 38.66 respectively.25.23%,39.08% and 29.17% of the health workers have been trained by 5-year college,3-college and secondary health school education respectively.The distribution of academic credential among the CHSC was significantly different,and the percent of high academic credential in western area was the highest while the lowest in eastern area.There were 2.36 public heath physicians on average,and 6.45,0.82 and 1.16 on average in each CHSC in eastern,middle and western area respectively.Conclusion The human resources are sufficient in CHSCs,but the technical ability of health works need to be improved,and the distribution of major structure should be rationally readjusted.The distribution of human resources should be improved,and the best measurement to improve the actuality in CHSC is to introduce the social resources.
