The paper puts forward that the obtained right values are sat-isfactory for quantitative analysis in AHP only when the scale agrees judged by presons. Based on the estimatied number range of five comparied grades,Wset up the index scale. Compared the index scale with other three scaled,it is indicared that the effect of the index scale is optimum.
