摘要
恶劣气象条件对人、车、路组成的道路交通系统有相当大的影响。为使我国交通事故由上升期向平稳期过渡,应尽快建立起恶劣气象条件下的交通安全管理系统。
Terrible weather generates harmful impression on road system composed of human, vehicles and roads. In order to make accident transfer from ascending to be steady, we should set up traffic managing system in terrible condition of weather as soon as possible.
