地方高校学报存在着综合性强、学术性差、封闭办刊等问题,必须办出特色,开放办刊,优化管理,注重效益,才能使之走出困境。

Journals of local colleges and universities has such problems as strong comprehensiveness, but insufficient technicality and publication obturated. Such journals must have their own characteristics, publish open-mindedly, optimize management and stress on benefits to get out of the plight.
