The Developing Strategy of China's Renewable Energy Resources

首先论述了积极发展可再生能源已成为国内外的共识,发达国家发展可再生能源主要是为了减少温室气体排放,中国发展可再生能源主要是为了可持续发展。其次介绍了中国可再生能源发展的现状及问题,主要困难是可再生能源发电成本过高和市场容量狭小,形成恶性循环。接着介绍了国际社会发展可再生能源的经验,特别重要的是通过法律法规强制可再生能源占有一定的市场。最后提出了到2020年中国可再生能源发电装机容量达到120GW的建议,以及实现这个目标的发展战略和政策措施。

It has become the shared understanding of countries worldwide to actively develop renewable energy resources, the purpose of which in developed countries is to reduce the exhaust of greenhouse gas, while it in China is for sustained development. The current situation and existing problems of development of renewable energy resources in China were introduced. It was proposed that the major difficulty is the excessively high cost for electricity generation with renewable energy resources and the little market capacity, which formed a vicious cirele. The experience of developing renewable energy resources in the world were introduced. It emphatically pointed out that renewable energy resources applied compulsively through laws and regulations occupied certain market. Finally, it raised the aim of development of renewable energy resources in China till the year 2020, namely, the installed capacity for electricity generation with renewable energy resources will reach 120 GW, as well as the developing strategy and suggestions to fulfill this aim.
