摘要
由于我国排污总量收费制度的实施,火电机组的排污费用和燃料成本成为机组变动成本的一部分。在分析火电厂污染物排放的基础上,建立了包括排污收费环境成本在内的火电机组单位发电量成本模型。计算了特定情形下我国常见各类火电机组的计及环境成本的单位供电成本,并对燃料中硫和氮的质量分数变化对各类火电机组单位供电成本的影响进行了敏感性分析;分析了现行环保制度下各类机组存在供电成本差距的原因及应采取的对策。该研究对于正确理解各类火电机组的供电成本,促进环境保护和我国火电机组的竞价上网具有积极意义。
Due to the charging for pollutants emission in China, the expense for fuels and for pollutants emission of thermal power units has become one part of its variable costs. In this paper, the model of production cost was established with consideration of pollutants emission and environmental costs. Based on this, the unit power supply cost including the environmental costs of different thermal power plants was calculated, and the impacts of sulfur and nitrogen content variation on unit power supply cost was discussed in detail. In light of current environmental policy of China, the difference of power production costs was analyzed with the possible measures for reference. The research will play an active role in understanding the power production costs of power plants, and beneficial for environment protection and competitive price to power network.
