建立公共危机应急管理体系的思考

Considering of Public Crises Emergency Management System

现代社会公共危机频繁出现,我国传统的应急管理体系无法有效地控制危机的发生和发展,建立新的应急管理体系成为当务之急。通过有效的应急管理体系,政府将公共危机的管理纳入到一个有准备、有步骤、有条理的过程中,从而能有效保证政府职能的继续,将生命财产的损失尽可能减少到最低限度。

Public crises appear frequently in the modem society, but traditional public crises emergency management system in our country is not able to deal with the problem in time and in effect, so constructing new emergency management system should be constructed urgently. Through establishing emergency management system, government manages public crises preparatively, step by step.
