摘要
在电力市场环境下,是否将环境成本纳入发电总成本中,将影响发电商在市场中的竞争力,同时也决定了电力系统能否真正实现资源的优化配置。基于环境经济学理论,针对不同地区的排污收费标准相对于环境污染损失的补偿度不同,提出一种新的燃煤发电环境成本估算方法,并通过电厂湿法烟气脱硫的算例验证了该算法的有效性,论证了在当前的排污收费制度下燃煤电厂安装环保设备能增加环境效益,即由电厂安装环保设备减少排污比由政府环保部门来治理环境和补偿外部经济损失具有更好的环境效益,从而有利于实现环境资源的可持续发展。
In the power market, whether the environmental cost is included in the total cost will influence the competitive competence of generation companies, and determine whether the power system could really realize the optimal allocation of resources. Think about different compensation-degrees of pollution charges standard as to environmental economic damage in many areas, this paper provided a new method based on the theory of environmental economics to estimate the environmental cost of the coal-fired power plant, and through an numerical example that FGD was used in the coal-fired power plant to demonstrate that the method was valid and installing FGD could increase the environmental benefit under the current pollution charges system. That is to say, compared with managing the environment pollution and compensating the external economic losses by government environmental protection department, installing FGD in the thermal power plant has better environmental benefit. The sustainable development of environmental resources will be realized finally.
