农村社会保障建设滞后问题日益严重,已直接影响到我国农村社会稳定和经济发展。在目前统筹城乡经济和社会发展的新格局下,必须从结构转换、目标选取和机制转变等角度,研究分析农村新型社会保障建构原则、体系分类和制度定性等核心问题。

The more and more severity that the rural social security lags behind has directly influenced the rural social stability and economic development in our country. Under the new situation of planning the urban and rural economic and social development at present, it is necessary to study and analyze the key problems such as the principle to set up the new rural social security, the system classification and the definition of the system, from the viewpoints of structure transition, task option and mechanism transformation.
