This paper introduces the principle and connotation for professional qualification and its certificate, of library and information. It analyses the main obstacles to implement professional qualification certificate from the vocation system, law environment, current personnel system, non-balance development of library and information project and so on. It not only discusses the frame of library and information professional qualification certificate system, but also puts forward 6 measures to establish a professional qualification certificate system for library and information, as well as the concrete steps to implement library and information professional certificate.
