淮河流域水污染问题由来已久。有效开展水污染防治、保障流域的水安全,是淮河流域经济社会可持续发展的迫切要求。在概述淮河流域水污染状况,深入分析原因的基础上,初步探讨未来淮河流域水污染防治对策,提出转变水污染防治思路,统一规划,明确责任,建立国家支持与市场运作的治理体制,优化产业结构,逐步消除结构性污染比重,设立环境保护税等防治对策。

Water pollution has been a troubling problem in Huai River basin sine a long time ago. To prevent and relieve water pollution and ensure water security in Huai River basin is the pressing need of sustainable socio-economic development in the basin. The paper articulates pollution situation in Huai River basin, and puts forward pollution prevention measures based on in-depth research on the reasons causing water pollution. The measures include transforming water prevention concept, conducting integrated planning and responsibility identification, establishing managing system with government support and market mechanism, upgrading industrial structure, decreasing structural pollution and collecting tax on environmental protection, etc.
