大学学科交叉与科研合作的矛盾及应对策略 被引量:39

摘要 针对大学研究特性与国家重大需求导向的研究方式不相吻合,而大学现有的体制、组织架构是否制约了其建设和有效运行等问题进行了思考和研究。通过实际调查研究,重点分析现行大学组织管理框架对学科交叉与科研合作的制约问题。认为科学研究需要交叉与科研合作,而交叉与科研合作要求大学要实现教师、科研人员的自由流动、资源整合和共享等;现行的大学人事管理制度,如教师、科研人员的个人评价和激励问题以及行政管理关系嵌套在某一院系下等严重制约了学科交叉与科研合作;建议通过“契约”或“协议制”等方式形成“动态科研联盟体”,解决科研人员、院系和学校多位利益主体的科研交叉与合作创新问题。 In respect with the unconformity of the research characteristics of university and the research mode of the state oriented to great requirements, consideration and study are carried out in this article about the issues of whether the current system, and organization frame restrict its construction and effective operation. Through actual investigation and study, a vital analysis has been made on the issue of the restriction of the current organization and management frame of university to the disciplinary crossing and research cooperation. The authors hold that as scientific research needs disciplinary crossing and research cooperation require the realizing of the free movement of the faculty and researchers, resource integration and sharing, etc. Under the current university personnel affair management system, as the personal assessment and motivation and the administrative management relation of faculty and research personnel are fixed in a certain college or department, the disciplinary crossing and research cooperation are severely restricted. It is suggested that the "dynamic research alliance body" should be formed in the form of "contract" or " agreement" to solve the problem of the research crossing and cooperation innovations of the main multi-position bodies composed of research personnel, departments, colleges and the school.
