城市应急能力评估体系研究

城市应急能力评估可以提供一个通用的准则,以识别城市应急管理工作中较为满意和需要改进之处,并为城市应急管理机构的合作与对话创造机会。文中介绍了国内外开展应急能力评估研究进展状况,指出了我国当前开展城市应急能力评估的目的和意义,在充分分析我国应急体系建设成果以及我国城市实际状况的基础上,构造了城市应急能力评估的框架体系,该体系综合反应了我国城市应急能力建设的各个方面。

Urban Emergency Capability Assessment （ECA） can provide an universal guide to identify the aspects of satisfaction and improvement demand with emergency management. Based on ECA, cooperation and communion may be developed among emergency management Departments of city. It＇ s analyzed with conditions of Emergency Capability Assessment for Readiness （ECAR） in this paper. Objectives and significances of ECA are pointed. Eventually, Emergency Capability Assessment Systems（ECAS） of our country is put forward based on detailed analysis of emergency system study and Chinese urban conditions. It can synthetically indicate all aspects of city emergency capability in China.
