Public Policy Course under the Systemic Principle

公共政策是一个动态的系统过程,只有遵循系统性原则,才能实现公共政策的目标并达到目标的最大化。目前,影响我国公共政策有效实施的因素之一就是没有很好地运用系统的视野和方法。针对这一现状,文章从动态性、层次性、整体性、开放性、关联性五个方面提出了对策。

The public policy is a dynamic systematic course. Only following the systemic principle, we can reach its goal and realize the maximization of the goal. At present, one of the factors that restrict the public policy of our country to implement effectively is to use systematic vision and method not well. To this current situation, the article has put forward the countermeasure from five respects： dynamics, level, globality, opening, relativity.
