经济发展中我国政府协调区域经济关系的政策失灵原因分析

Analysis of the Reasons for Chinese Government's Policy Failure in Harmonizing Regional Economic Relations

对中央政府与地方政府间政策失灵和地方政府之间经济协调政策失灵这两类政策失灵问题产生的原因作了较为详尽的阐述,认为由于政策体系的不完善、区域利益的驱使导致了第一类政策失灵问题。由于我国经济发展阶段暂时处于区域均衡拐点以左,以及各区域间经济差异较大和利益关系没有理顺的原因,导致了第二类政策失灵。

Firstly, the authors discuss about the necessity of government＇s participation and management in economy, and then introduce the problem of policy failure. The authors analyze the policy failures in harmonizing regional economic relations in China from regional economics point of view and draw the conClusion that there are two main types of policy failures now ： （a） policy failure between central government and local governments; （b） harmonizing policy failure among local governments. They also explain the reasons for these two types of policy failures in detail ： On the one hand, imperfect policy system, and regional benefits＇driving, and local governments gaming with central government lead to policy failure; On the other hand, great economic difference and different profit relations among regions lead to the 2nd kind of policy failure problem.
