摘要 随着电力工业的重组,电力系统的运行和控制策略也随之发生了变化。原作为总体电力供给一部分的无功服务现被分离出来,实行单独管理和定价。以探索适合电力市场初期的无功市场构架和无功价格机理为目的,重点分析了现有的无功定价机理。首先,简略介绍了世界上解除管制后的电力市场的无功管理办法;随后以无功成本分析为基础,详细分析了现有文献的无功优化算法和无功价格机理;在借鉴现有研究成果的基础上,提出了电力市场初期无功费用全补偿、半补偿及竞价与补偿相结合的无功价格模式。提出的无功价格机理具有原理简单、符合无功成本特性的特点。 With the restructuring of the electric power industry, operation and control strategies of power systems have undergone a big change. Reactive power service that was considered as a part of the integrated electricity supply in the regulated power industry is now treated as a part of auxiliary services. It is independently managed and has its own pricing mechanism. Aiming at exploring the market framework and the price mechanisms for reactive power that are suitable for initial stage of electricity market, this paper analyzes existing reactive power pricing mechanisms in power markets. Firstly, it briefly reviews the managements of reactive power services in deregulated electricity markets around the world; Secondly, it analyzes the optimization algorithms and the reactive power pricing mechanisms in literatures in depth. Thirdly, it proposes the full-compensation mode, the half-compensation mode and the mode combined competition with compensation for reactive power expense based on cost analysis. The proposed reactive power pricing mechanisms are based on a simple theory and suitable for cost traits of reactive power.
