本文综述了国外水权制度,分析了公共水权理论和公共资源管理的基本特征,认为水资源的初始分配权以国家调控为主,再次分配以市场微观调节为主。并从水权交易机制、水价机制、产业结构调整和政府监管等方面进行了水需求调控的综合对策措施研究,为促进水资源的优化配置和提高用水效率服务。

This paper makes a survey of water right system in foreign countries, and discusses the essential features of the public water right theory and the public resource management. The initial right of distribution on water resource relies mainly on the government adjustment and control, then on the market microcosmic. And measures are presented from the aspects of the water right trade mechanism, water price mechanism, industrial structure adjustment and government supervision to optimize the water resource and improve water -using efficiency.
