鉴于现代城市管理具有的特点和难点,城管执法要坚持以人为本,促进和谐发展,严格依法行政,实现城管执法工作法治化。为此,要不断改进城管执法的各个制度环节,积极采用灵活有效的新型管理方法,特别是城管执法人员应普遍树立尊重人权、行政权限、行政民主、行政服务、行政公开、政府诚信、程序法治、权力监督、责任约束、权利救济等一系列现代行政法治观念。

Because of the characteristics and difficulties of modern city administration, it is necessary to stick to the principle of working for people, promoting harmonious development, and legalizing of city administration. It is also important to improve every aspect of the legal city administration and take actively new and flexible measures in city administration. Official city administrators should highly respect such legal conceptions as human rights, administrative right, administrative democracy, administrative service, administrative publicity, government honesty, legal process, power inspection, responsibility restriction, remedy for right, etc.
