应用型大学是适应时代科技化、高等教育大众化、普及化趋势,与经济、生产第一线和地方大众生活紧密联系并为之直接服务,并侧重于科技应用方面的知识、技术和素质的培养、训练和科研,在内部设置及其结构上不同于传统大学的新兴大学。从范畴上,它实现了普通教育与职业教育的融合;从层次上,它打破了职业教育培养定位的局限;从培养内涵上,它注重全方位的社会需求;从院系、专业设置上,它能够更广泛的与实际工作、生活紧密结合,并具备灵活的反应和变化能力;从课程教学上,要构建新的教学模式和采用多样化的教学方法;从服务对象上,它将面向更广泛的人民群众。现阶段建设应用型大学,需要树立创新性的办学理念,建立以产学研合作为基础的学校发展模式,加强具有应用能力的教师队伍建设,建立适切的评价指标体系,开展应用性的科学研究和以“应用性教育”为主旨的教育科学研究。

A university with applied disciplines refers to a new institute of higher education, which differs from traditional universities in the sense that, with an internal structure of its own, it corresponds to the scientific and technological modernization of the age and the tendency to popularize higher education. It has a close connection with and serves directly the development of regional economy, forefront production and common life of the people, Its education focuses more or less on the teaching, training and research on the knowledge, technology and talents concerning scientific and technological application. In terms of category, it binds together general education and vocational education; in terms of level, it breaks through the limits of orientation of vocational education; in terms of purpose, it caters to the needs of whole society; variety to serve the life and work of the society; in terms of specialties and disciplines, it enjoys greater flexibility and in terms of classroom teaching, it cherishes new and multiple teaching medels and methodology; when it comes at last to its students, it welcomes common people. To establish universities with applied disciplines at the present stage requires a creative education ideology, a new developing strategy of binding together the forefront production, higher education and scientific research, a teaching staff with applicable abilities and a practical system of educational assessment so as to carry out research on applied disciplines in particular and on ＂applied education＂ in general.
