摘要
在遵循国家能源政策,充分有效利用水资源的前提下,引入市场机制的调节作用,在合约市场、月度市场和日前市场的基础上,建立基于水火电置换的发电权调节市场,设定了发电权转让价格的上下限值。文中设计三种发电权交易的类型:月间发电权交易、日间发电权交易和小时发电权交易,并建立置换电量在发电权交易主体中的优化分配模型,应用线性规划法进行求解。算例表明该模型简单实用,能够较好地兼顾国家能源政策和市场机制的调节作用两方面的因素,在我国电力市场改革的初级阶段具有一定的实用性。
With the preconditions of complying with state energy policies and sufficiently utilizing water resource, this paper introduces the regulation of market mechanism. Based on contract market, monthly market and day-ahead market, a market for generation rights regulation is formed with the basis of hydro-thermal exchange. This paper sets the upper and lower limits for hydro-thermal exchange price. It also proposes three types of generation right trade model: monthly trade model, day trade model and hourly model. Next, this paper sets up an optimal dispatch model for electricity volume exchanged among plants which participate in the generation right trades and uses linear programming approach to calculate the results. Case study and results got in this paper indicates that the discussed model is simple and easy to use. It can leverage the current two factors, state energy policies and market mechanism quite well and can be practically used in the initial phase of electricity market reform of our country.
