On the Functional Advantage and System Handicap of Tertiary Departments in Western China's County-Level Economy

通过对西部县域经济发展中存在的主要问题分析,提出第三部门对发展西部县域经济的功能优势和存在的制度障碍,认为西部县域第三部门的发育、策略的选择要受到它与县级地方政府之间建立什么样的关系的影响,在目前县域制度环境下,第三部门的发展需要政府的扶持和保护。

Based on an analysis of the major problems that exist in the county-level economy of Western China, the authors summarize the functional advantage and system handicap that go along with the development of this region, concluding that the key to the problem lies in the relationship between the county government and the tertiary department enterprises. The paper further points out that the healthy development of the tertiary department depends to a great extent on the support and protection of the county government.
