城市突发公共事件应急能力评估——以南方某市为例

城市突发公共事件应急能力评估是城市应急管理的基础,可以为城市突发公共事件应急能力建设指明方向。通过建立城市突发公共事件应急能力评估指标体系,开发应急能力评估管理系统,通过针对城市突发公共事件灾害的应急能力进行评估可以为城市的应急准备过程提供科学的决策支持。结合在南方某市开展的应急能力评估,利用统计学方法确定了评分的统计学意义后,给出了该市18类的应急能力的评分分布及其属性和特征的状况,指出了该市在应急能力发展方面需要改进和加强的方面,为改善城市应急管理水平提供了参考。

As base of urban emergency management, emergency capability assessment of urban incident can show clearly direction to emergency improvement. Through establishment of urban emergency capability assessment indexes and development of assessment method, it can provide scientific decision - making support. As the example of some south city emergency capability assessment, index grades from experts are coherent from statistic. From results of some south city emergency capability assessment, conditions of urban emergency capability are given and it＇ s emergency capability is higher.
