域外经济制裁是美国对外经济制裁的一种重要方式。20世纪80年代以来,特别是在两极格局解体后,美国域外经济制裁一度空前增加。作为国内法的国际延伸,美国经济制裁的域外适用不仅引发了复杂的政策争议,还引起了相关国家之间的法律与经济冲突。作者通过对美国域外经济制裁的政策考虑和法律依据的分析,认为美国域外经济制裁的最终结果在很大程度上取决于国际力量的对比和各自对不同价值目标的平衡。

Extraterritorial economic sanctions have been an important means of U.S. economic sanctions since the end of World War II. After the 1980s,especially after the collapse of the global bipolar system, extraterritorial economic sanctions increased dramatically. As an international extension of internal law, the imposition of extraterritorial economic sanctions has resulted in not only complicated policy controversies but also legal and economic conflicts among the related countries. By analyzing the policy considerations and legal basis, the author argues that the final results of U.S. extraterritorial economic sanctions will largely depend on the international balance of powers and the balance of their different values and goals.
