农村饮水安全工程建设与管理的建议

Recommendations on construction and management of rural drinking water safety projects

为避免农村饮水安全工程建设出现标准低、规模小,建后时间不长就不能满足社会经济的发展和人民生活需求水平提高的现象发生,对农村饮水工程的规划设计、水源选择和总体布局等需作出合理安排。通过调研认为农村饮水安全工程要科学合理规划,优先发展适度规模的集中式供水工程;要改革和创新工程管理体制和运行机制;要建立稳定的维护投入渠道,加强建后管理,完善社会化服务体系。

Planning and design, water source selection and general layout of rural drinking water project needs to make proper arrangement, so as to avoid low standard and small scale construction, or being unable to meet the requirement of social and economic development and increase of people＇ living standard. It is found through investigation that scientific planning of drinking water safty projects is necessary and priorities shall be given to centralized water supply system with appropriate scale. Management and operation of the project asks for reform and innovation. Reliable financial sources are essential and post-construction management should be strengthened and socialized service system needs to be created and improved.
