生态立省与生态文明建设刍议

On Maintaining the Province by Relying on Ecology Conservation and the Construction of Ecological Civilization

二十一世纪以来,许多省区相继提出生态立省战略,建设生态省成为发挥资源优势、构筑发展新平台、树立发展新形象的最佳选择。贵州省“生态立省”建设应当是以可持续发展为核心,以人与自然和谐为主线,以提高人民生活质量为根本出发点,以发展生态经济、保护生态环境、培育生态文化为主要内容,以科技创新、体制创新和管理创新为动力,全面促进经济社会与人口、资源和环境的协调发展。因为生态不仅仅是一种自然生态,同时也是社会生态,这就要求观念要从“资源型社会”到“生态型社会”转变。

Since the beginning of the 21st century, many provinces have produced their strategies of ecologi cal conservation. This is the best way to bring the advantage of natural resources into full play, to establish a new platform of development, and to create a new image of each province. According to the strategy of Guizhou for that target, continual efforts will be made to take sustainable development as the core for the construction of an ＂ecological province＂, to take harmonious development between man and nature as the main link, to upgrade people＇s living standards as the basic goal, to develop ecological economy, conserve the ecological environment and cultivate ecological culture as the main tasks, and to take innovation by relying on science and technology and reform the administrative systems and management as the power, so as to stimulate the all-round harmonious development between economic society and population, and between resources and environment. Ecology is not merely a sort of natural ecology, but also a social one. This needs undertaking a transition from the＂resource society＂ to tion, and the＂ ecological society＂. The present paper analyzes the three important features of ecological civilizafinally, it probes into how to establish a civilized and healthy ecological, cultural system.
