摘要
国资委自成立以来出现了诸多问题,究其原因是定位不清所致。本文分析了三种典型的定位冲突,并深入探讨了由此引致的突出问题,最后提出国资委应加快立法、搭建合理的三层次管理架构等建议。
The unclear position taken by the State-owned Assets Supervision and Administration Commission of the State Council （SASAC） has produced many problems since its setup. The paper analyzes three types of classic collisions of positions and indicates the main problems caused by these collisions. Based on such analysis, the paper makes the suggestions that SASAC should speed up the legislation and build up the reasonable three-level framework of administration and so on.
