是否建立完善的社会保障体系,是好的市场经济与坏的市场经济的分水岭;是否促进实现社会公平,是强的社会保障制度与弱的社会保障制度的分水岭。在市场经济条件下,要靠建立和完善社会保障体系,形成公平社会的基础。追求适度公平是以推动社会和谐为己任的社会保障制度建设的关键,底线公平是政府与社会之间责任分工的依据。以此为基础建立社会保障体系,可以实现公平与效率的统一,形成柔性调节机制,既增进社会福利,又推动经济发展。以适度公平为原则的社会保障体系,不但不是经济增长的负担,而是推动经济发展的动力和源泉。从构建和谐社会的观点看,社会保障不仅仅是一种福利,一种经济制度,它还是一种责任体系,一种道义承诺,一种社会架构。

A perfect social security system is the criterion of a healthy market economy, and social justice is the guarantee of former. It is the base of a social justice to establish a perfect social security system for developing market economy. With it, justice and efficiency both could come true, and social welfare should be built up. As a result, the social economy will be propelled. Moderate justice is the key for establishing a perfect social security system and the base line justice is the watershed of responsibility division between the government and the society. The social security system, based on moderate justice, is not a burden but momentum for economy development. As for building a harmonious society, the social security system is not only a kind of social welfare given to people, but also a system of responsibility, and even a social structure.
