摘要
我国传统建筑产品价格普遍采用“量价合一”的静态管理模式,而文章则提出在建设工程施工招标时,适宜采用“量价分离”的市场模式,并重点论述了该模式的重要意义,且提出了当前工程量清单招标中存在的问题以及解决的对策.结果表明,现有工程量清单计价模式已能够真正实现市场机制,决定工程造价,但仍然需要进一步补充与完善.
Traditionally, a static "quantity and price" managerial mode is widely adopted as the pricing policy in China's construction field. Yet, as the paper points out, a market mode that separates quantity from price seems more proper in inviting bids for construction projects. This paper expounds on the significance of this mode with special emphasis, points out some of the existing problems with current bidding practice, and then supplies some countermeasures. The results show that the new pricing mode is already capable of realizing the determination of construction cost by the mechanism of market, and yet there is still space for complement: and improvement.
