摘要
本文探讨了广义水资源合理配置的理论内涵、配置系统、配置目标及协调与冲突、研究框架、调控机制、全口径供需平衡分析方法和后效性评价体系。广义水资源含义是指把狭义的径流性水资源拓展为包括土壤水和降水,合理配置是以此广义水资源为配置水源,以自然-人工复合系统为配置对象,以宏观经济分析为总控,以水循环模拟为基础,通过水量水质统一配置,实现水资源在经济社会和生态系统中高效配置,维持经济社会的健康发展,保障生态与环境的稳定,以水资源的可持续利用保障经济社会的可持续发展。
The theoretical frame of rational deployment of generalized water resources is established. The definition of generalized water resources is the water including the runoff flow, soil water and precipitated water. The meaning of rational deployment is the realization of high efficiency deployment of water resources in social-economic and ecological system regarding the natural-artificial composite system as the deployed object, by unified deployment of water quality and quantity, according to the general control of macro economic analysis and water cycling simulation. On the basis of sustainable utilization of water resources the healthy and sustainable development of social-economy and stability of eco-environment can be ensured. In this paper, the connotation of generalized water resources, deployment system, deployment objectives and their coordination and conflicts, frame of study, mechanism of regulation and control, analysis method for balance of overall water demand and supply as well as the post-assessment indexes for the effectiveness of deployment are studied.
